As the first meeting of the biennium the sessions were mostly about introducing proposals and floating ideas for the upcoming two-year period. US DOT Hazardous Materials Rulemaking Plans
In the United States, all regulatory agencies are required by law to publish a semiannual plan of regulatory actions, also known as their regulatory agenda. This agenda is published in the spring and fall. In June 2021 the Spring Regulatory Agenda was issued, giving us a glimpse into the US DOT’s plans for updating the hazardous materials regulations (HMR) at 49 CFR 171-180. The Spring 2021 Regulatory Agenda was the first one published by the new Biden Administration.
The DOT, through the Pipeline and Hazardous Materials Administration (PHMSA) identified 11 rulemaking activities – 1 pre-rule, 8 proposed rules, and 2 final rules. The following are summaries of a few significant changes from PHMSA’s 12-month plan:
